BIOS Sometimes Not Starting Up

Twice in the past few weeks I've had an issue where I'd turn on the computer after turning on the power to the strip cord that it's connected to, the power light will come on, the fans will run, but the BIOS won't boot up. I've ended up having to do a turn off of the power button and turn the computer back on to get it to start normally. This is an intermittent problem. Most of the time my computer starts normally. What could be causing this and what can I do about it?
